The actual functioning of State Project Implementation Unit, Mizoram was on the 17th January, 2001 for strengthening and upgradation of Technician Education in Mizoram. The Total cost of World Bank Assistance being availed by Mizoram is Rs. 35 Crores which is 90% loan from the World Bank and 10% to be borne by the State. The repayment period is 25 years. The expenditure will be incurred from EAP earmarked in the State budget which will be reimbursed by the World Bank within 2/3 weeks after submission of re-imbursement claim.
The World Bank had already completed 2(two) Projects of 5 years term for Technical Education in India. The present Project is the Third Project which is meant for strengthening and upgradation of Technician Education i.e. Diploma Level Technical Education in India which had not been covered by the 1st and 2nd Project. This 3rd Project is being availed by 8 States such as Jammu & Kashmir, Sikkim, Daman & Diu, Arunachal Pradesh, Meghalaya, Nagaland and Mizoram.
Under this Project, Mizoram State avails World Bank Assistance for strengthening of 2 (two)existing Polytechnics –
(i) Mizoram Polytechnic, Lunglei,
(ii) Women Polytechnic, Aizawl  and
Establishment of the Office of State Project Implementation Unit/proposed Directorate of Technical Education. The Project mainly consists of 4 (four) components:-
(1) Civil Works which includes construction of the whole complex of Lunglei Polytechnic and Women Polytechnic at Aizawl including construction of the Office of the State Project Implementation Unit/ proposed Directorate of Technical Education.
(2) Procurement of equipments which consists of purchase of various machineries, equipments, Computers and learning facilities for quality improvement of existing courses and to facilitate the new courses to be introduced under this Project .
(3) Trainings of the Officials of SPIU and faculty members of the Polytechnics form a very important component of the Project as the Project itself is meant for upgradation and improvement of the quality of Technician Education. The expenditure on Training will be re-imbursed 100% by the World Bank.
(4) Introduction of new courses - Under this World Bank Project it was agreed to introduce 3 new courses in the existing Polytechnics, viz.
(i) Computer Science & Engineer Mizoram Polytechnic, Lunglei
and
(i)         Garment Technology              Women Polytechnic, Aizawl
(ii)        Beauty Culture & Cosmetology Women Polytechnic, Aizawl
 
As per this Project, Computer Science & Engineering was already introduced at Mizoram Polytechnic, Lunglei from the academic session of 2001-2002 and Garment Technology was introduced at Women Polytechnic from the academic session of 2001-2002.
